Regional Resource Centre for Health Technology Assessment in India (HTAIn)
National Institute for Research in Tuberculosis (ICMR), Chennai

Ministry of Health and Family Welfare (MoHFW), Department of Health Research (DHR) had set up a system for the evaluation of appropriateness and cost effectiveness of the available and new health technologies in India as part of the research governance mandate of the DHR. The purpose of HTAIn is to design and institutionalise HTA that embodies modern best international practice which features transparent, inclusive, fair and evidence based decisions. These HTA evidences would serve as an important tool in prioritising national health spending on various health technologies such as devices, medicines, vaccines, procedures and systems developed to solve a health problem and improve quality of life. In this context HTAIn would make recommendations to the government of India after suitable HTA of medical technologies, interventions and procedures for introduction / procurement in India.

Objectives :

  1. To inform Government health department officials about undertaking public health programs (e.g. immunization, screening, and environmental protection programs)
  2. To inform research agencies about evidence gaps and unmet health needs
  3. To inform hospitals, health care networks, group purchasing organizations, and other health care organizations and help in decisions regarding technology acquisition and management
  4. To inform clinicians and patients about the appropriate use of health care interventions for a particular patient's clinical needs and circumstances
 

Regional Resource Hubs :


DHR had set up Regional Resource Hubs in collaboration with various State Governments in Institutes administered by the Centre/ States. Regional Resource Centre for Health Technology Assessment in India (HTA-In) in Indian Council of Medical Research, National Institute for Research in Tuberculosis, Tamilnadu, Chennai is one of such resource centres in India. This resource centre is being established with the support of Department of Health Research, Ministry of Health and Family Welfare, Government of India.

 

Activities

•  The resource centre at NIRT will provide technical support for Health Technology Assessment (HTA).

•  To provide necessary input and technical support to DHR for developing a policy perspective for HTA for use in public health programs in the country.

•  To promote introduction and assessment of new and existing health technologies in the system and will provide support for adoption of health technologies.

•  This resource centre will undertake HTA in terms of Medical effectiveness, cost effectiveness, appropriateness, efficacy, safety, psychological, social, ethical, organizational and economic aspects, etc., as identified by DHR.

•  To build capacity in the country towards Health Technology Assessment.

•  To support evaluation of health technologies for industry through DHR for products that may enter public health domain.
